The Global Investor Programme is a residency-by-investment scheme administered by Contact Singapore, a division of the Singapore Economic Development Board (EDB).

The program is designed to attract high-caliber global investors, business owners, and next-generation entrepreneurs who can contribute to Singapore’s economy.

Under the GIP, successful applicants are granted Singapore Permanent Residency (PR), which can eventually lead to long-term stay, business relocation, and citizenship (though Singapore does not allow dual citizenship).

The Global Investor Programme is a multi-stage process and typically takes between 6 to 12 months from application to PR issuance, depending on the applicant’s profile and complexity of the investment.

General timeline:

  1. Initial assessment & document preparation – 1–2 months
  2. Application submission to EDB/Contact Singapore – 1 month
  3. Due diligence and evaluation – 6 to 9 months
  4. In-principle approval issued
  5. Investment must be made within 6 months of approval
  6. Formal PR approval and issuance of entry permit – additional 1–2 months

Delays may occur for family office structures or if further information is requested by the EDB.

What are the benefits of GIP in Singapore?

  • Permanent Residency (PR) from the outset: Unlike many investment migration programs that begin with temporary residency, Singapore GIP grants PR status immediately upon approval, offering long-term security and stability.
  • Family inclusion: Your spouse and children under 21 can also receive PR under your application. This allows families to relocate together and benefit from Singapore’s environment, education, and healthcare system.
  • Reputable and stable jurisdiction: Singapore is known for its clean governance, low corruption, and adherence to the rule of law, making it an ideal destination for wealth preservation and long-term planning.
  • World-class education and healthcare: With top-tier schools and hospitals, Singapore is a prime destination for families looking to provide their children with global opportunities and a high standard of living.
  • Strategic location for business: Situated at the heart of Southeast Asia, Singapore is a leading financial hub with robust infrastructure, making it ideal for entrepreneurs and family offices managing international operations.
  • Tax efficiency: Singapore does not impose capital gains tax or tax on dividends, which can make it highly attractive to investors, especially when compared to high-tax jurisdictions.
  • Pathway to citizenship: After holding PR status for two years and demonstrating meaningful economic and social ties, GIP holders may apply for Singapore citizenship. However, Singapore does not allow dual citizenship, so renunciation of other nationalities is required.

What are the risks of GIP in Singapore?

  • High entry costs: The program is designed for ultra-high-net-worth individuals. This makes it one of the more capital-intensive residency-by-investment programs globally.
  • No refund on failed applications: The application process involves non-refundable fees, including due diligence charges. If your application is rejected due to background checks, insufficient documentation, or economic viability, you will not recover these costs.
  • Active oversight required: GIP applicants must follow through on their proposed investments, whether in business operations, funds, or family offices. Authorities monitor business milestones and fund performance, and failure to meet expectations may lead to rejection of renewal or withdrawal of PR status.
  • No dual citizenship: Singapore requires those applying for citizenship to renounce all other nationalities. For investors hoping to obtain a second passport without giving up their original citizenship, this presents a significant trade-off.
  • Regulatory changes: As with many investment migration programs, policies may be updated. Investment thresholds, qualifying sectors, or evaluation criteria could shift, which may affect both current and future applicants.
  • Not for passive investors: The GIP is not a hands-off program. It targets entrepreneurs and active business participants. The government expects genuine involvement in Singapore’s economy, so individuals looking for a passive investment or simple PR status without engagement may find the program unsuitable.
